Never been on that computer with the same name or if I have rebooted immediately prior to the download and replace. On that machine I run Dreamweaver CC (64 bit) and use its internal FTP client extensively as part of development workflow. I run a number of computers under W8 and W7 and just one that's been upgraded to 8.1 for development purposes and that's the only machine with FTP issues.
